Resolution 3 - New #help Code of Conduct
Passed:
June 9, 1999
Passed by cadmin

Upon passing by cadmin, the following will be the new code of conduct for #help:

General Code of Conduct for #help

#help is the official help channel on ChatNet.  The channel is run by admins
and IRC operators of the network.  Since this channel represents the
networkb as a whole, a professional manner must be maintained when users are
present and being assisted.  This should all be conducted in a courteous and
congenial manner.  Channel operators are expected to op when present since a
multitude of ops will create the appearance of a large knowledge base.
Channel operators should greet users and attempt to assist them with their
problems if they are capable.  All users who are oped are expected to greet
and help the users who join with their questions or problems. If an op must
idle for long period of time, they should deop and voice themselves.  (If a
channel operator cannot help a user, op notices - instead of talk in
channel - should be used to communicate information to the other ops present
so that help may be administered by someone else.  The reason for this is
simple, it will create less stress on the user being helped if it doesn't
appear that the problem can be solved.)    Once a user has gotten assistance
with his problem, they asked if they require more help.  If not, the user
should politely asked to part the channel.

1. Users who interfere with the help being administered, cause a channel
disruption of any kind, or idle for long periods of time can be removed from
the channel through kick or a ban.

2. IRCD limits the number of bans a channel is allowed. All bans set for the
channel that are in the server are fair game to be cleared in a cleaning out
process of the channel bans. If you want the ban to stay, use K9 to set the
ban.  Bans set through K9 stays in K9's database until they expire or are
removed. Even if the ban is removed on the server level, the ban stays in
K9's memory. Bans in K9 should only be removed by the person who set them or
if an admin sees fit.

3. There is no need to have bots or clones in #help. Only official channel
bots should be allowed in #help. Clones or bots are permissible if a
question/problem which would require them arises.  Otherwise, they shouldn't
be allowed in #help.

4. #help is not associated with #doghouse and ChatNet Channel Services help.
Users seeking help concerning K9 and ChatNet Channel Services are to be
directed to #doghouse unless the case arises when no Channel Service members
are present to assist users.  In a case such as this, the K9 or Channel
Service related question may be addressed in #help.

5. Personal disagreements are not to be dealt with in open channel, if a
problem of this sort arises it should be addressed to an admin or a suitable
third party op; the operators and voices there were chosen because they were
thought to be beneficial to the channel and they should be respected as a
contributing memeber of #help.
