Resolution 4 - A Limit of IRCops & Past abuse by IRCops
Passed: June 6, 1999
Failed to pass by cadmin

A limit is set to opers per-server.. to at least 7. (that is more than needed for a single server).

To go along with it; Any past history of a user being glined as an abuser of the network and is now/will be an operator for the Network is simply not allowed, either the server being faced with being juped, or the admins removing all thoughts of making he/she an oper.
