Letters (hex: E0 to FF) à, á, â, ..., ü, ý, þ, ÿ Channel names may not consist: [US-ASCII] * Control Characters
(hex: 00 to 1F) * Hex 20 (SPACE) * Hex 7F (DEL) [Extended Control Characters] * Microsoft Windows Latin-1 Added
Characters and non-used (hex: 80 to 9F) [ISO 8859-1 (Latin-1) Entities] * Special Characters (hex: A0 to BF)
[IRC color codes] * Don't know the hex numbers for those - if anyone does, please tell me :) Channel names may
 not start with any non-alphanumeric characters. This only allows "a" - "z", "A" - "Z", and "0" - "9" to start
a channel name.

Note: This policy is only for non-K9 registered channels, as K9 doesnt see ascii characters.
