Abuse 2 - Bisiklet/#zurna
Verdict: Guilty
Oper-Com decision: July 20, 1999

Opercom received a complaint against ChatNet IRC Operator Bisiklet on July
6.  The complaint is as follows:

>Contact_Nick: anorak
>
>About: This oper who had no access had no business opping his bot with
Chatworld in a registered channel, no matter what the circumstance.  A user
alerted me that the channel was being taken over, so I directed that user
to #doghouse.  Bisiklet should have done the same.

Bisiklet has allegedly used ChatWorld to change modes in a registered
channel, to op a bot in a channel in which he doesn't have K9 access.

Upon investigation and discussion by Opercom, we have found Bisiklet
guilty of the charges in question.

If he has K9 access, he should have used K9.

If he doesn't have K9 access, he shouldn't have oped the bot in there.
A channel service representative should have been contacted for assistance.

Opercom hopes that the Bisiklet will use better discretion before using
ChatWorld to change modes when K9 is present.
